[CCoE Notice] 2013 UH GEAR Review Process and Timeline

CCE Faculty...

On 1/14/13, the UH Research and Scholarship Committee  (RSC) asked that our
College make available the review criteria for the 2013 UH GEAR
Competition...

The CCE review process is described below.



*GEAR REVIEW PROCESS FOR THE CULLEN COLLEGE OF ENGINEERING (CCE):*

The purpose of the GEAR program is to leverage research at the University,
with special emphasis on projects that will attract support from *federal
sources* such as NSF, NIH, DOE, NIMH, and DOD that allow full indirect cost
return. GEAR recipients are required to submit a proposal to an external
funding source as their final report.

Eligibility:   All full-time faculty members who are tenured or
tenure-track or research faculty are eligible to apply for GEAR funds
except previous GEAR winners who failed to complete the reporting
requirements. Individual faculty members or groups of faculty members may
apply. Each college will be allowed to submit at least one GEAR proposal
for consideration by the RSC. Additional slots will be awarded in
proportion to the total research expenditures generated by the respective
colleges.


The CCE Department Chairs or their designee will serve as an advisory
committee to the Dean of Engineering. Individual proposals will first be
reviewed and ranked by the department chair in which the PI holds primary
appointment.   The Dean will meet with the Department Chairs as a group to
discuss and rank the proposals within the CCE. For FY13, *five (5)
proposals  (as per UH GEAR guidelines*) will be ranked and sent to the UH
Research and Scholarship Committee by the specified deadline of 3/15/2013.
Review Criteria:
1) Proposals will first be judged on their intellectual merit, broader
impact, and the potential of the research to be transformative.
2) The PI or PI team, will be evaluated on their cumulative record of
securing federal funding with full indirect cost return over the past five
years.
3) The PI or PI team will be evaluated on the multiplicative potential of
GEAR funding to secure federal funding with full indirect cost return over
the next five years.
4) For meritorious proposals the meet criteria 1-3, preference will be
given to the PI or PI team that have/has not received GEAR funding in the
last three years.

**The RSC will then select 10-11 of the ranked applications from the total
list and send the list of recommended awards to the Vice President for
Research for consideration and announcement.
