[CCoE Notice] University Center Transformation - main electrical connection outages

All exhausts and equipment, including fume hoods, will shut down, except those on emergency backup. All experiments and operations need to be shut down and/or stopped, and the sash closed. If for some reason, the equipment does not start back up properly, the consequences could be serious. If the equipment is not on emergency backup from a generator, it would probably be a good idea to turn it off and turn it back on after power is restored. Someone should be available from your department to verify that the equipment is operating normally. Facilities people expect to be stretched thin afterwards.
This weekend, the power will be off for a short time for most buildings, on the main campus. Next week end, the power will be off for 6-8 hours, in the engineering buildings.
I hope this answers your question.

Ken,
Is shutting down fume hoods something individual labs are responsible for? I am pretty sure we do not have control over this.
Thanks you for clarifying this.

Please review the information below, noting the importance of proper shut down and start up. Please be sure that all equipment and machinery, including fume hoods, lab equipment, computers, etc. are properly shut down before leaving this weekend. If anyone foresees a problem, please discuss with your lab and support people, or call me, so that we can try to work something out.
Please note, according to the information I have received, this outage does not affect the ERP.
We will have to do the same thing next weekend too.

Dear Emily,
I wanted you to be aware of some of the issues that have surfaced regarding this planned outage. As you know SERC has had no end of trouble during the last year when it came to "blips" in the electrical feed.
SERC, SR1, SR2, HSC etc. have long standing issues with the building systems. If they are not properly shut down PRIOR to the planned outage there is no guarantee that they will reset themselves. Please review the email exchange below and see what, if anything can be done. I would hate for this to be unnecessarily costly to the University and the researchers in the buildings.
Thanks for looking into this for me.
Sincerely,
Cris

Here is the long and short of it. The Kratos, and Phoenix systems in these building do not always reset themselves during a power outage. The only way to make sure that they return to full working order is to shut them down correctly prior to the outage. If this cannot be done because as you suggest our guys do not know where things are located or can't get access to the buildings then shame on us as a university. I do not believe this to be the case. These guys are in these buildings daily and should know where everything is located. These building (SERC, SR1, SR2, HSC, etc.) can become a huge safety risk if the supply air and exhaust systems are not restored to proper working order. If we cannot properly man this shutdown then it needs to be delayed until it can.

Mark, Danny,
I copy the supervisors of the mechanical and electrical shops for this discussion. This is also to address a discussion Danny had with Karl that was copied to me, inquiring "Will EMECS be on site to restart all of the systems in the building, ie fume hoods and the Phoenix valves systems. Even better will someone be here to correctly shut down the Phoenix valve system?"
I am ready to discuss what we can do with the help of Mike and Karl. Your questions highlighted in red.
As much as we are willing to take care of what is caused by our outage, it seems a tall order to cover all the systems in discussion with the technicians our shops now employ, whom we are definitely requesting to be engaged in this operation. In getting down to do support, I can think of the difference between knowing all the equipment, where they are in each building, and going around the buildings listlessly looking for them. I can also imagine the question about access, as often sensitive equipment are in limited access areas. The best case scenario of course is that with the blips that really only last seconds, nothing will go "out of whack..." and it is just a matter of checking-still with the two limitations described above.
As Karl replied to Danny, we will do what we can do, but I am afraid that won't exactly meet the order. I wonder if your machine shop have people we can engage? I wonder if where the equipment are can be identified? I wonder how to give ready access to the people that the shops will be able to dispatch?... anything to help with the task. I feel it is not up to me to promise as I don't know what the shops can absorb-and they are all I can hope to mobilize.
We have the resolve, but this aspect isn't exactly resolved. Could I invite you all to converse and work things out within the Campus administrative parameters? I will be on-hand at the Tellepsen jobsite trailer, the project is prepare to foot the bill as long as it is within those parameters. Anything creative can be considered. Any help will be appreciated.

Importance: High
Dear Building Coordinators,
This is only a precursor to the standard Campus Outage Notification process, so that you are aware and approve the outages we propose.
The reason we have to effect the outages is indirectly due to connection of the UC Transformation Project's main feed from the UH Power Plant. In order to perform the task the high-voltage specialists need to collect data from both campus switchgears currently not available. You will be minimally impacted. Per the advice and assistance of UH Electric Shop, we will shut one main switch down affecting half the campus at 10:00P, then the other at 11:00P. In most cases your service jumps over to your buildings' backup feeder after a brief interruption of one to two minutes.
Time of the events we are discussing are Sunday, July 14, in the early morning, at 12:00AM, 1:00AM, and 2:00AM (when your primary feeder is either turned off or back on, in some cases you will experience all three events).
For most of you, the outage will be brief, just a couple of minutes of a blip to your building power, at the time points identified below. You may also refer to the attached spreadsheet.
Buildings: 499, 501, 502, 516, 518, 520, 522, 524, 526, 534, 536, 550, 551, 555, 556, 557, 558, 559, 562, 564, 567, 568, 576, 579, 580, 581, 585, 586, 593, 596, will experience the disturbance at 12:00AM.

Buildings: 499, 503, 505, 506, 507, 508, 509, 518, 520, 522, 528, 529, 531, 532, 533, 537, 538, 539, 540, 543, 544, 545, 547, 549, 551, 567, 574, 575, 578, 585, 587, 588, 589, 593, 596, will experience the disturbance at 2:00AM of July 14.
These are exceptions to the notification above:
Buildings 528, 565, 584, 590, will experience longer durations of outage, per separate notification.
Buildings 523 AGL Building, and 563 Cougar Village 1, being single-feeder buildings, will experience longer duration of outage I hour each, as below:
* 523 power outage 12:00AM ~ 1:00AM
* 563 power outage 1:00AM ~ 2:00AM
Your understanding and cooperation will be greatly appreciated. If there is any hardship in accommodating the mostly brief outage(s) as described above, please let me know at your earliest convenience.
