Partnerships with other entities will be considered only when the appropriate expertise is not available at a Texas state-supported college or university. Proposals selected where the research team includes any member with "seriously late" deliverables as defined in Rick Collins 1/4/12 letter (attached), will only be executed when the member with "seriously late" deliverables is removed from the research team, or, the overdue deliverables have been received at RTI, whichever occurs first.<u></u><u></u></span></p>

Failure on the part of fax (including a busy signal) or e-mail equipment will not be reasons for acceptance of a proposal after the proposal deadline.
