Note: This is a "Re-Issue" of the RFP sent to you on January 4, 2012. Some universities may not have received the first RFP. The project statements are still the same as previously submitted, except for new deadline noted above.<br>
<br>
RTI is requesting proposals for our FY 2013 Annual Research Program. These projects are reserved for "underutilized" (RTI definition in attached letter) universities, and are in addition to the projects in our general RFP. Please ensure that all interested individuals within your university receive a copy of this Request for Proposal (RFP) package.<br>
<br>
Eligible Proposers - Proposals will be accepted only from those Texas state-supported colleges and universities receiving this RFP directly from RTI. Those institutions may partner with other Texas state-supported universities up to the limit in the attached policy letter. Partnerships with other entities will be considered only when the appropriate expertise is not available at a Texas state-supported college or university.<br>

Proposals will not be considered when the research team includes any member with "seriously late" deliverables as defined in Rick Collins 1/4/2012 letter (attached).<br>

Project Statements - We will be sending Project Statements to University Liaisons, within the next 30 minutes, through TxDOT's FTP (dropbox) service. Look for 1 .zip file containing 8 Project Statements. The dropbox service will notify you by email when the files are available for "pickup", and the files should remain available in the dropbox through 1/30/2012.<br>

Proposal Instructions - Refer to Chapter 3 (RFP) and Chapter 4 (Proposal Requirements) of RTI's University Handbook, December 2010. This updated Handbook was sent to all University Liaisons and TAP members by e-mail on 1/4/2011, and is available at: <a href="ftp://ftp.dot.state.tx.us/pub/txdot-info/library/pubs/gov/university_handbook.pdf" target="_blank">ftp://ftp.dot.state.tx.us/pub/txdot-info/library/pubs/gov/university_handbook.pdf</a> .<br>

Proposal Submission & Forms - Please have your researchers coordinate proposal submission to RTI through your office, to ensure all requirements are met and current forms are used. A file containing the current RTI forms is in the .zip file mentioned above containing the project statements.<br>

Proposals received after the deadline will not be accepted. Responsibility for ensuring the timely arrival of proposals rests with the university. Failure on the part of fax (including a busy signal) or e-mail equipment will not be reasons for acceptance of a proposal after the proposal deadline. Email submissions will be considered received in RTI if we can obtain documented evidence that a proposal was sent to the email address below and was received by TxDOT's internet mail server before the deadline.<br>
