<p>Introduction - RTI has initiated The Strategic Research Program (SRP). This program is intended to prepare the department for the transportation challenges likely to be faced in the next 10-30 years. It will complement the current technical
research program by addressing longer-term and broader transportation issues that could affect the efficiency and viability of the statewide transportation system. This is the first call for RFP under this new program.

<p>Please ensure that all interested individuals within your university receive a copy of this Request for Proposal (RFP) package.<u></u><u></u></p>
<p><u></u> <u></u></p>
<p>Proposal Deadline: 4:00 pm Central Time, February 2, 2012<u></u><u></u></p>
<p><u></u> <u></u></p>
<p>Eligible Proposers - Proposals will be accepted only from Texas state-supported colleges and universities. Partnerships with other entities will be considered only when the appropriate expertise is not available at a Texas state-supported
college or university. Proposals selected where the research team includes any member with "seriously late" deliverables as defined in Rick Collins 1/4/12 letter (attached), will only be executed when the member with "seriously late" deliverables is removed
from the research team, or, the overdue deliverables have been received at RTI, whichever occurs first.<u></u><u></u></p>

<p>Project Statements - Attached are 3 files of Project Statements.<u></u><u></u></p>
<p><u></u> <u></u></p>
<p>Proposal Instructions - Proposal requirements are as follows and applies only to the Strategic Research Program:<u></u><u></u></p>
<p>1. Cover Page (Use RTI’s current form)<u></u><u></u></p>
<p>2. Exhibit B to only include:<u></u><u></u></p>
<p>-Description of Work - Should include how the study will be conducted.<u></u><u></u></p>
<p>-Deliverables Table (Use RTI’s current form) - Only an executive briefing summary of no less than 30 pages is required (see attached example).

<p>-Schedule of Research Activities (Use RTI’s current form) 3. Research Staff and Facilities (Use RTI’s current form) - Address the Research Team’s qualifications and expertise in project statement topic.

<p>Proposal Submission & Forms - Please have your researchers coordinate proposal submission to RTI through your office, to ensure all requirements are met and current forms are used. Attached for your convenience is a file containing

<p>Proposals received after the deadline will not be accepted. Responsibility for ensuring the timely arrival of proposals rests with the university. Failure on the part of fax (including a busy signal) or e-mail equipment will not be
reasons for acceptance of a proposal after the proposal deadline. Email submissions will be considered received in RTI if we can obtain documented evidence that a proposal was sent to the email address below and was received by TxDOT's internet mail server
before the deadline.<u></u><u></u></p>
