Attached is a Project Statement for which RTI is soliciting proposals for a project to start in fiscal year 2012, as part of our Annual Research Program. Please ensure that interested individuals within your university receive a copy of this Request for Proposal
(RFP) package.<br>
<br>
<b><span>Eligible Proposers</span></b> - Proposals will be accepted only from Texas state-supported colleges and universities. Partnerships with other entities will be considered only when the appropriate
expertise is not available at a Texas state-supported college or university. Proposals will not be considered when the research team includes any member with "seriously late" deliverables as defined in Rick Collins 1/4/2010 letter (attached).

<b><span>Proposal Submission</span></b> - Please have your researchers coordinate proposal submission to RTI through your office, to ensure all requirements are met and current forms are used.
<br>

Proposals received after the deadline will not be accepted. Responsibility for ensuring the timely arrival of proposals rests with the university. Failure on the part of fax (including a busy signal) or e-mail equipment will not be reasons for acceptance
of a proposal after the proposal deadline. Email submissions will be considered received in RTI if we can obtain documented evidence that a proposal was sent to the email address below and was received by TxDOT's internet mail server before the deadline.<br>
