[CCoE Notice] Important GTF Situation for AY 2018-19

Dear Colleagues,
I sent this email more than 10 days back to all the chairs, graduate program directors and graduate advisers regarding GTF situation for this academic year. As I understood this information has not been passed by some departments to the faculty who are supervising PhD students. Please read this email and advise your students who have exceeded the time limit for their GTF support (4-year for MS to PhD and 5-year for BS to PhD) to enroll for 3 hours of PhD Dissertation or Research (if they have completed required dissertation hours). If they are international students they should file for Reduced Course Load. These students will no longer be given GTF. Either it has to come from your research grant or the students have to pay for it.
I also wanted your help in reducing the number of hours for those students who are in their last year of GTF eligibility to see if they can enroll for three hours only if they have met their Research and Dissertation hours requirements.

Dear Graduate Program Directors and Department Chairs,
Here is the funding situation for GTF for the PhD students in the College for this academic year:
FY 19 GTF Allocation by the Provost $3,585,422
FY 19 RA/TE Allocation 166,638
Total Available in FY 19 $3,752,060
Total GTF requested by the departments
(includes continuing and newly admitted students) $4,750,042
The requested amount exceed the allocation by more than one million dollars. Dean’s request for even half a million dollars of additional GTF which was approved last year has been denied by the provost this year. Here is what we are doing for Fall 2018 to bring the requests closer to the allocation.
1. A MS to PhD student who has been supported for four years and a BS to PhD student who has been supported for five years will not be given GTF anymore.
2. A MS to PhD and a BS to PhD who will hit the four and five year limit in Fall 2018 will not be given GTF in Spring 2019.
3. We have admitted 147 new students and they are all included in the departmental requests. Our yield (enrolled vs admitted) was 81% in Fall 2015, 56% in Fall 2016 and 65% in Fall 2017. I am using a 70% yield which will bring our newly admitted students who will enroll to around 103.
The accumulated savings will then be:
1. Not funding students who have exceeded four and five year limit $212,514
2. No show of newly admitted students based on 70% yield 395,380
Total savings $607,894
This will still leave a shortfall of roughly $400,000 that we will have to deal with in Spring 2019. This is what I am requesting you all to do right away. Please ask the major professor who are supervising PhD students who are in the last stages of their dissertation if they will enroll for reduced hours (3 hours or the hours needed for them to complete their credit hour requirements). I am hoping this will bring in additional savings of $100,000 or more and reduce the stress of dealing with the shortfall in Spring 2019.
After the ORD, I will bring in the amount that we would have spent in Fall 2018 to give a clear picture of what will be remaining in Spring 2019 and how to take your suggestions in dealing with the shortfall.
