To all engineering faculty:

This is a reminder that the university continues to submit gifts received by UH that are specific to support research activity for consideration of matching funds through the Texas Research Incentive Program (TRIP). If you receive a gift that is TRIP eligible (see details below for TRIP eligibility), please contact the development team in the college immediately to begin the process of compiling the proper documents for TRIP submission. Once a gift is processed on campus, we have a 30 day window to submit the gift to the state for consideration.

TEXAS RESEARCH INCENTIVE PROGRAM (TRIP)

TRIP was established by the Texas Legislature in 2009 for the purpose of providing matching funds to assist eligible public institutions in leveraging private gifts for the enhancement of research productivity and faculty recruitment. It is implemented through the Texas Higher Education Coordinating Board.

The Coordinating Board is responsible for reviewing and awarding TRIP matches. It has final determination authority over what gifts qualify and are approved for a match. The CB works closely with participating universities.

GIFT AND MATCHING LEVELS

TRIP matches cash research gifts of $100,000 up to $10 million:

• Gifts of $100,000 to $999,999 are eligible for a 50% match
• Gifts of $1 million to $1.9 million are eligible for a 75% match
• Gifts of $2 million to $10 million are eligible for a 100% match

TRIP ELIGIBLE FUNDS

TRIP eligible gifts or endowments must be solely for the purpose of supporting or enhancing research activities at a TRIP eligible institution. Coordinating Board defines eligible uses as: a gift or endowment for Chairs and Professorships, research facilities, research equipment, program costs, and graduate research stipends or fellowships. All gifts must have been originally donated for research purposes.

Documentation must include proof of deposit and a fully executed donor agreement (signed by donor and university) or letter (signed by donor) that clearly restricts the gift to research support. If the donor letter refers to a proposal or another agreement, those documents must also be included as part of the submission.

The university must submit documentation to the Coordinating Board within 30 days of the deposit date of the gift in order for it to be eligible for matching.

USE OF MATCHING FUNDS

The current policy is that 100% of the TRIP match follows the gift. Keep in mind that this policy is specific to UH and is always under consideration for change.
