Short version:
As of today, if there are any students without pictures in your PeopleSoft course rosters the students have to take action to remedy this. Students can go to the CougarCard office to have their pictures taken or they can upload photos online as described on this webpage: http://www.uh.edu/af/news/May2012/cc.htm.

Longer version:
A faculty member approached me about pictures not appearing for some students in PeopleSoft class rosters. I worked through contacts in the University Undergraduate Committee to have the problem investigated. A team from Enrollment Management Production Services and Enterprise Systems found and fixed a processing error. This fix reduced the number of missing pictures by over 50%.

If you use the pictures in PeopleSoft to help learn student names, you could check rosters for upcoming semesters as soon as they are posted and identify students that don't have a photograph on file. From what I was told these would be students who never got a student ID card. You could e-mail the students to request that they go get their pictures taken at the CougarCard office, or upload their pictures online as described above.
