Good morning!  In conjunction with the third annual energy innovation
summit hosted by the Advanced Research Projects Agency-Energy (ARPA-E) last
week, the agency has issued its major funding announcement for fiscal year
(FY) 2012, which is  an open call for proposals for transformational energy
technologies.  This is only the second open call for proposals in ARPA-E’s
three-year history with the agency planning to provide up to $150 million
support high-risk, high-reward research on energy technologies to advance
the President’s “all of the above” energy strategy.  ARPA-E seeks both
Proof-of-Concept proposals and Technology Development Project proposals
with funding ranging from $250,000 to as much as $10 million for selected
projects.****

Eligibility for funding is broadly open to individual researchers,
educational institutions, non-profit organizations, and for-profit entities
with limitations on participation by national laboratories. ****

The Advanced Research Projects Agency-Energy (ARPA-E) has issued an open
call for funding proposals focused on transformational energy
technologies.  This is only the second open call for proposals in ARPA-E’s
three-year history.  ARPA-E is seeking ideas for high-risk, high-reward
transformational research on new energy technologies to advance the
President’s “all of the above” energy strategy. ****

ARPA-E plans to provide up to $150 million through the open Funding
Opportunity Announcement (FOA).  ARPA-E requires Notice of Intent by March
30.  The first deadline for questions to ARPA-E is April 9.  The submission
deadline for concept papers is April 12.  The submission deadline for full
applications has not yet been determined.  ****

ARPA-E anticipates making  60 to 80 awards in two categories of projects.
Proof-of-Concept proposals should focus on early-stage R&D and would range
from $250,000 to about $1 million.  ARPA-E expects to make 20 to 30 awards
in this category averaging approximately $500,000 per project.****

The agency also calls for Technology Development Project proposals, which
should focus on early-stage development of concepts which have data that
can show some merit to the proposal.    The Technology Development Project
awards would range from $1 million to $10 million.  ARPA-E expects to issue
40 to 50 awards with an average award of approximately $3 million per
project.****

For this round of funding, the agency seeks concepts that can be developed
to a point where the technology can be moved to the next level of
development with emphasis on actual delivery of project goals. ****

Cost sharing is generally required, but there is a reduction for domestic
educational institutions and non-profit entities to 5 percent.  Please see
the full FOA for details on cost sharing requirements.****

Eligibility is also broadly open under this call for proposals.  Eligible
applicants include individual researchers, for-profit entities, educational
institutions, and non-profit organizations.  DOE civilian government
contractors and national laboratories can apply as a member of a project
team, but they cannot be the lead on a proposal.  DOE defense-related
national laboratories are not eligible to apply for funding under this
FOA.  Consortia may certainly apply.****

Congress provided $275 million for ARPA-E for fiscal year (FY) 2012.  The
open FOA follows a recent call for proposals related to Methane
Opportunities for Vehicular Energy (MOVE).  ARPA-E plans to provide $30
million for projects under the MOVE initiative, which is targeted to find
ways to utilize the nation’s abundant supplies of natural gas for
transportation.****

In this new open FOA, ARPA-E is taking the broad view of the nation’s
energy needs and possible avenues to increase the nation’s supply of
energy.  Following its first Quadrennial Technology Review (QTR) published
last September, ARPA-E continues to focus on the transportation sector and
the stationery power sector as priorities for new investment.  The new FOA
also captures activities associated with Department of Energy initiatives
in batteries and energy storage and to develop substitutes for or improve
the use of rare earth elements or critical materials.****

The RFI lists the technical categories and subcategories of interest to
ARPA-E’s mission areas.  The categories include renewable power (non-bio);
bioenergy; transportation; conventional generation (non-renewable); the
grid; building efficiency; and other, which includes subcategories such as
water production/reuse; advanced manufacturing; behavioral/education; data
centers and computation; high-temperature materials; critical materials;
etc., and finally technologies which don’t fit into other categories.****

ARPA-E underscores that it will not accept applications that were
previously submitted; that are focused on basic research; that represent
incremental improvements to existing technologies; and that are not
transformational, etc.****
