Good morning! The report attached and below provides information on an
opportunity to comment on the Advanced Research Projects Agency-Energy
(ARPA-E) draft Open Funding Opportunity Announcement (Open FOA) with a
funding solicitation planned to be issued on or about March 2, 2012.
ARPA-E is seeking ideas for high-risk, high-reward transformational
research on new energy technologies. ARPA-E plans to provide up to $150
million through the Open FOA. The current Request for Information (RFI)
provides an opportunity for researchers to inform the Open FOA. *Comments
under the Request for Information (RFI) are due to ARPA-E no later than
February 29, 2012 with the funding announcement planned for early March.****

In the current draft for public comment, the agency emphasizes that it is
taking a broad look at potentially transformational energy-related
research. The draft Open FOA provides a list of research areas of
interest, but does not limit subject areas. ARPA-E has also included such
areas as resource identification, extraction, transportation and use; and
energy generation, storage, and use with an emphasis on the transportation
and stationary power sectors. In the Department of Energy’s first
Quadrennial Technology Review (QTR) published last September, these two
sectors were called out as priorities for energy technology development.****
** **
Congress provided $275 million for ARPA-E for fiscal year (FY) 2012. The
upcoming Open FOA is the first call for proposals this year, and it is a
departure from past RFIs which have been targeted to specific program areas.

In the current draft for public comment, the agency emphasizes that it is
taking a broad look at potentially transformational energy-related
research. ARPA-E includes such areas as resource identification,
extraction, transportation and use; and energy generation, storage, and use
with an emphasis on the transportation and stationary power sectors. In
the Department of Energy’s first Quadrennial Technology Review (QTR)
published last September, these two sectors were called out as priorities
for energy technology development.****
** **
ARPA-E classifies areas of research responsive to their interests as
including (but not limited to) the generation of electricity from renewable
and non-renewable sources; the transmission of electricity as well as
storage and distribution; improved energy efficiency in all sectors; and
technologies supporting transportation, including fuels, electric vehicles,
and improved energy efficiency. The agency seeks concepts that can be
developed to a point where the technology can be moved to the next level of
development with emphasis on actual delivery of project goals.****
** **
The RFI lists the technical categories and subcategories of interest to
ARPA-E’s mission areas. The categories include renewable power (non-bio);
bioenergy; transportation; conventional generation (non-renewable); the
grid; building efficiency; and other, which includes subcategories such as
water production/reuse; advanced manufacturing; behavioral/education; data
centers and computation; high-temperature materials; critical materials;
etc., and finally technologies which don’t fit into other categories.****
** **
ARPA-E underscores that it will not accept applications that were
previously submitted; that are focused on basic research; that represent
incremental improvements to existing technologies; and that are not
transformational, etc.****
