*Topic:* FY2012 Effort Reporting and Procedures****

Several months ago, the Division of Research (DOR) requested colleges and
departments to more fully compile and complete effort reporting
certifications for all researchers. I have heard from faculty and staff
about the challenges this federal requirement poses, and, as a result, DOR
has worked to streamline the process to better meet these requirements now
and in the future:****

                    ****

1.       We are in the process of purchasing an Effort Reporting system and
the rollout of this system will be announced as it occurs.****

2.       The Office of Contracts and Grants (OCG) has input into the
existing RD2K system the direct effort paid on grants. As a result, and if
all data on the report is correct, PIs now only are required to verify the
information, enter any cost sharing, and sign and return the form to OCG or
their DBA.****

OCG has worked with DBAs to complete this task. However, to date, many
effort report certifications are still outstanding and remain incomplete. *Your
action is needed to encourage remaining PIs to promptly sign and return
these forms.*****

1.       Request your DBAs to re-print and redistribute the effort reports.*

2.       Email your faculty urging them to verify, add cost sharing and
sign the reports.****

3.       Have the PIs submit their effort report certification to
OCG<research at uh.edu?subject=Effort%20Reporting>or their DBA as
soon as possible.****

It is imperative that this task be completed as the university faces an
A-133 audit in September. Another university whose effort reporting
documentation failed to meet standards was recently fined over $3 million,
and any such finding here could be detrimental to the research enterprise.**

procedures relating to effort reporting, including an overview of
federal requirements and information on cost sharing, effort percentages,
and sponsor salary caps. Examples are provided to assist in understanding.**
